Trying to rescue a dog.

Hi,
As some of you may know, we've been trying to rescue another BT. I found out today that because we crate our current BT and would crate the rescue BT that we're basically not approved. She said: "I have to be honest, if I have 2 applications for the same dog and one crates all day and one doesn't I would choose the one that doesn't."
Joe is not crated "all day". True we do both work 8 hr days, I come home at lunch to let Joe out. So, it's more like 4 + 4 hours.
Is there anything that I can say to write back to the lady about the safety of crating?

Never feel bad when you try to help an animal and not working to their plans. It will run at the end. Perhaps the dog has babies somewhere on the reservation and if he had caught that would have happened tonight hunger or perhaps she has a sick friend or something.
